This document was sent by request of the then Governor-General in March 2020.
By an unexpected call by Her Secretary Gregory Bowen of Governor-House Dame Patsy Reddy.
This is the master copy sent back to himself for Copy Right by way of NZ Postal Service.
On it’s return some three weeks later he noticed the envelope had been tampered with.
The two flag’s were not the type as posted, however that the content was still the same.
